In 1966, the TARDIS arrives in London near the recently completed Post Office Tower. The Doctor immediately senses a peculiar energy in the vicinity, indicating the presence of malevolence. Under the guise of a scientist, the Doctor and his "secretary" Dodo manage to gain entry to a suite at the top of the tower, where they encounter the ambitious Professor Brett. He has devoted his life to the creation of a thinking computer named WOTAN, which is on the verge of being interconnected with other machines worldwide for problem-solving purposes. However, the Doctor harbors doubts. How could WOTAN possess knowledge about the Doctor's time-traveling adventures and the meaning of "TARDIS"? What is the unusual control that WOTAN can exert over humans through a simple telephone call? Moreover, what is the connection between the computer and the dangerous robots being assembled in a warehouse in Covent Garden?
